B] ELIGIBILITY
CRITERIA:
i)
Relaxation
in upper age limit: Upper age limit
is relaxable by 5 years for SC/ST and 3 years for OBC (NCL) candidates with
respect to posts reserved for them.
Note: OBC
candidates belonging to ‘Creamy layer’ are not entitled for OBC reservation and
relaxation and such candidates have to indicate their category as General. OBC
(Non creamy layer) and EWS category candidates are required to submit the
requisite certificate issued in the current financial year (on or after
01/04/2019) by the Competent Authority in the prescribed formats available on www.sailcareers.com
at the time of Interview or skill test/Trade Test. SC/ST/OBC/EWS candidates can apply against the unreserved posts

** Candidates selected in Electrical discipline will have
to acquire the Electrical Supervisor’s certificate of Competency (HT industrial
installation & overhead lines), failing which they will not be eligible for
consideration for promotion to S-4 grade.
Candidate may apply only against one post from the above
mentioned posts at Sl.No.2, 3 & 4 i.e. Mining Foreman, Mining Mate and
Surveyor (Mines).
C] MEDICAL
STANDARDS:
Candidates should be of sound physique, free from any
physical defect. Medical standards stipulate minimum requirements of Weight: 45
kg (male) / 35kg (female); Height: 155 cm (male) /143 cm (female); Myopia and
Hypermetropia, if any, vision not to exceed ±4.00 D in each eye in case of
category-B employees (Technical working in Mines) and ±8.00 Din case of
category C (Working outside the mines). For ACTT-HMV candidates which falls under Category-A Employee (Vehicle
drivers & Operator concerned with moving machine) with Myopia and
Hypermetropia, if any, vision not to exceed ±2.50 D in each eye.
Note: The medical
standards indicated above are minimum pre-requisites. However, appointment of
selected candidates will be subject to their passing the Company’s Medical
Examination as per standards laid down under SAIL’s Medical & Health
Manual.
D] MODE OF
SELECTION:
i)
For the post of
Medical Officer (Dental): Selection will be through written examination and
interview. Eligible candidates will be required to appear in the written
examination. Candidates short listed on the basis of their performance in the
Written Test will be required to appear in the interview in order of merit, in
the ratio of 1:3 for each post. The interview may be held at short notice for
which the call letters will be uploaded on careers page of SAIL website. For
final selection, the merit list will be drawn by combining the scores of
written examination and Interview with the weightage of 80:20 in that order and
on the basis of Presidential Directives of Reservation.
ii) For the post of Mining Foreman, Mining Mate,
Surveyor (Mines), Nursing Sister (Trainee), Operator-cum- Technician(Trainee) and Attendant-cum- Technician
(Trainee) [HMV]:
Selection will be through written examination and skill
test. Eligible candidates will be required to appear in the written
examination. Candidates short listed on the basis of their performance in the
Written Test will be required to appear in the skill test/ trade test in order
of merit, in the ratio of 1:3 for each post. Weightage for selection would be
100% based on the marks obtained in the written examination. Skill test/ Trade
test will be of qualifying nature. Date, Time & Place of the Written Test
and skill test will be intimated to eligible / shortlisted candidates through
e-mail or careers page of SAIL website.
The written test will compromise of a total 100 questions
(Multiple Choice Questions) which are to be attempted in 90 minutes. Written

0.25 marks will be deducted. The question paper will be of objective type.

E] TEST
CENTRES:
List of cities (tentative) where written test shall be
conducted for the post of Mining Foreman, Mining Mate, Surveyor (Mines),
Nursing Sister (Trainee), Operator-cum-Technician (Trainee) and
Attendant-cum-Technician (Trainee) [HMV] is mentioned below:
1. Rourkela
3. Ranchi 5. Kolkata
2. Bhubaneswar
4. Jamshedpur 6. Jabalpur
The skill test/ trade test for these posts would be held at
venue[s] to be intimated at later stage.
Written
Examination & Interview for the post of Medical Officer (Dental) will be
conducted at Kolkata.
Candidates to indicate their choice of cities from among
those mentioned above for written test as per their preference. However, SAIL
reserves the right to cancel or add any centre depending on the response in
that area/centre and allocate appropriate centre to the candidate. No request
for change of examination centre shall be entertained. Laptop, Mobile, Wrist
Watch, Calculator, Scale and other electronic gadgets will not be allowed
within the premises of examination centres.
F] TRAINING
& PROBATION:
Candidates selected as Medical Officer (Dental) will be
placed on training for one year. After successful completion of training, the
candidates shall be placed under probation for one year.
Candidates selected as Mining Foreman, Mining Mate and
Surveyor (Mines) will be in their respective regular grade and pay scale and
shall be placed under probation for one year.
Candidates selected as Operator-cum-Technician (Trainee),
Nursing Sister (Trainee) and Attendant-cum- Technician (Trainee) [HMV] will be required
to undergo on the job training for a period of 02 (two) years and on successful
completion of training period they shall be regularized in Grade S-3, S-3 and
S-1 respectively and shall be placed under probation for a period of 01(one)
year. The selected candidates for the above said posts will be paid

G] EMOLUMENTS
The emoluments for Medical Officer (Dental) in E-1 grade
besides Basic Pay will also be paid Dearness Allowance. He will also be
entitled for perquisites under cafeteria approach and benefits such as PF,
Gratuity and other allowances as per rules of the Company in vogue. The CTC
would be around ₹ 9 (Nine) lakhs per annum. In addition, the Company provides
benefits like Leave encashment, Housing/ HRA and free medical facility for self
and dependents as per Company rules. Being direct recruitment on initial basic
pay, the Company will not bear any liability on account of Salary/leave
salary/pension contribution, notice period pay of your previous employment etc.
if any.
The emoluments for Mining Foreman, Mining Mate, Surveyor
(Mines), Nursing Sister (Trainee), Operator-cum-Technician (Trainee) and
Attendant-cum- Technician (Trainee) [HMV] will include basic pay (in the scales
of pay revised for nonexecutives with effect from 01.01.2012), Industrial
Dearness Allowance (AICPI -198, base 2001=100), reimbursement of Local
Travelling Expenses and other facilities such as, Medical facility for self and
family, Contributory Provident Fund, Gratuity (as per ceiling prescribed under
Payment of Gratuity Act, 1972), LTC etc. as per rules of the company. In
addition, House Rent Allowance will be paid only where company accommodation is
not available.

I] HOW TO
APPLY:
Eligible and interested candidates would be required to apply online only through SAIL’s
website www.sail.co.in at the link “Careers” and clicking
Raw materials Division. No other mode of
application shall be accepted. To apply, candidates may click at the link
of the post applying for and submit information online in the appropriate
fields.
Before applying the candidates should ensure that they
fulfill all the eligibility norms as per the advertisement. Their admission at
all stages of the examination will be purely provisional, subject to their
satisfying the prescribed eligibility conditions, which will be verified at the
time of Skill Test / Trade Test or Interview. Mere issue of admit card for
written examination / call letter for Skill
Test / Trade Test or Interview will
not imply acceptance of candidature.
Candidates are advised to read carefully instructions for
online submission of application. The same will be available in the website.
Before registering their application on the website, candidates should ensure
the following:
(a)
Possess a Valid e-mail ID and Mobile No., which
should remain valid for at least one year.
(b)
Pay in Slip (SBI Challan) of ₹500/- or ₹250/- or
₹150/- (as applicable for the posts specified at H above]. SC/ST candidates are exempted from payment of Application and Processing fees. The
Pay in Slip is to be downloaded from the website after filling in the required
details.
(c)
Candidates should have latest passport size
coloured photograph (jpg or jpeg file only upto 50kb) as well as photograph of
signature in digital format (jpg or jpeg file only upto 20kb) for uploading
with the online application form. (d) While submitting the application online,
candidates should note that Category (General/SC/ST/OBC/ EWS) once submitted in
the application cannot be changed and no benefit of other category will be
subsequently admissible.
(e)
While applying the candidates should enter their
full name as it appears in the Matriculation/ Secondary School certificate. In
case of change of name at a later stage, necessary documentary proof to be
submitted at the time of Skill Test/Trade Test or Interview.
(f)
The candidates will be allowed to appear in the
Written Test only if they possess the valid Admit Card which will be available
for downloading from the SAIL website. However, candidates shortlisted for Skill Test/ Trade Test or Interview
would be required to furnish documents regarding proof of date of birth,
qualification, category etc. at the time of Skill Test/ Trade Test or Interview.
(g)
While filling the online application, candidates
must carefully follow all the steps. Incomplete application/ application
without fee (where applicable) / application not fulfilling any eligibility
criteria will be rejected summarily. No communication will be entertained from
the applicants in this regard.
The registration process involves following steps:
Step 1: Filling up of application
• Read
the advertisement carefully to be sure about your eligibility.
• If
eligible, click on the link “Apply”.
• Fill
up the required fields and upload the photograph & signature.
• Ensure
the information provided is correct and then submit. Verify your credentials with your
registered email ID or mobile number for proceeding further for payment.
Step 2:
Making Payment
• State
Bank of India (SBI) has been authorized to collect the application / processing
fee in a specially opened Power Jyoti Account No.32469839252 at SBI, CAG
Branch, Kolkata, on behalf of SAIL-RMD.
• Candidate
has to approach any State Bank of India branch (having Core Banking facilities)
with a printout of the “SBI challan” which is available on the Application
Portal.
• The
SBI challan printed from the portal only should be used for depositing the fee
for proper crediting of amount in the allocated account. Candidates should
retain a copy of the bank challan with them.
On
receipt of the money, the concerned branch of SBI will issue a unique Journal
Number and the Branch Code of the Bank.
• The
Journal Number and the Branch Code are to be filled up by the candidate during
online registration. Also, please note that the candidate will have to bear the
Bank Charges of certain amount to be paid to the collection branch of SBI in
addition to the applicable Application/ Processing fee.
• The
SBI branches will accept the fee during banking hours from the starting date to
the closing date of submission of online application.
• Fee
shall not be collected by any other mode. In case a candidate deposits the fee
in a wrong account, or doesn’t
finally submit the application form with payment details,
SAIL-RMD will not be responsible.
Step 3:
Final Registration & Printing of Provisional Registration Slip
• Once
the payment is made, the State Bank Collect Reference No. and date of payment
is required to be entered in the SAIL online application form on Careers
website by the candidate to generate the provisional registration slip.
• No
request for editing of payment details and issue of admit card will be
entertained in wrong submission cases and candidature will stand rejected.
• After
applying online, the candidate is required to download the system generated
Provisional Registration Slip with unique registration number and other
essential details.
• Candidates
are not required to send any document to Raw Materials Division (RMD) at this
stage.
J] IMPORTANT:
All correspondence with candidates shall be done through e-mail
only. All information regarding “Test Schedule/Admit Card for Written
Examination/Call letters for Skill Test/ Trade Test or Interview etc.” shall be
provided through email/SMS/uploading on SAIL website. Candidates must download/
print their Admit Card/Skill test/ Trade test Call Letter once it is made
available on the application portal. SAIL-RMD will not be responsible for any
loss of email/SMS sent, due to invalid or wrong email ID/ Mobile Number provided by the candidate or for delay / non-receipt
of information if a candidates fails to access his/her email/Mobile in time.
Candidates will be allowed to appear in the Written Test only if they possess
valid Admit Card.
K] GENERAL
CONDITIONS:

minimum age of employment on regular basis in SAIL-RMD is 18 years.
3. Candidates
possessing requisite qualification from Institute recognized by State Govt.
/Central Govt. accredited by councils/ bodies like UGC/AICTE/ MCI etc. (as
applicable) will only be eligible to apply for the post. The requisite
qualification must have been acquired through a regular/ full time degree
course (unless otherwise specified) from Institutes approved/recognized by
State Govt. /Central Govt.
4. The
SC/ST/OBC(NCL)/EWS certificate should be as per the format applicable for
employment under Central Government, as available on SAIL website. If the
certificate has been issued in a language other than English/Hindi, the
candidates will be required to submit a self- certified translated copy of the
same either in English or Hindi.
5. Candidates
registered under Local Employment Exchange for post in Non-Executive cadre will
have to apply online in the prescribed format in the prescribed system along
with requisite application/processing fees failing which they will not be
considered.
6. Candidature
of a registered candidate is liable to be rejected at any stage of the
recruitment process or after recruitment or joining, if any information
provided by the candidate is found to be false or is found not to be in
conformity with eligibility criteria mentioned in the advertisement or if the
candidate fails to produce valid documentary proof in support of his / her
eligibility. Raw Materials Division reserves the right to reject the
applications and no communication in this regard will be made with the
applicant.
7. Raw
Materials Division reserves the right to fill or not to fill all or any of the
above positions without assigning any reason whatsoever. Raw Materials Division
is not liable to compensate the applicant for the consequential damages, if
any, arising out of the aforesaid action.
8. The
candidates, after selection, can be posted in any of the mines of SAIL-RMD
mentioned in the advertisement, where vacancy exists.
9. The
medical standards indicated above are minimum pre-requisites. However,
appointment of selected candidates will be subject to their passing the
Company’s Medical Fitness examination as per standards laid down under SAIL’s
Medical & Health Policy.
10. Bringing
influence at any stage of the selection process will disqualify the candidate.
11. The
advertisement is available on SAIL website: www.sail.co.in at the link “Careers”. Any subsequent changes
if made in the employment notice shall be communicated through the website.
Candidates are advised to keep themselves updated of the changes, if any.
12. Candidates
employed in Govt. Departments/ PSUs/ Autonomous Bodies will have to produce NOC
from the present employer at the time of Skill test/ Trade test or Interview.
13. No
Traveling Expenses would be payable to candidates called for Written Test.
Outstation candidates belonging to SC/ST categories, appearing for the Skill
Test/ Trade Test for post in non-executive cadre, will be reimbursed travelling
expenses to the extent of sleeper Class; single to and fro Railway fare/Bus
fare alongwith reservation and tatkal booking charges from the declared place
of correspondence to the place of Skill test/ Trade test by the shortest route
on production of original ticket(s), provided the distance covered by rail or
road is more than 30 kilometres each way.
For candidates attending interview for the post of Medical
Officer (Dental) will be reimbursed single to and fro Bus fare/ AC 3 Tier Rail
fare, alongwith reservation and tatkal booking charges, if any from the place
of correspondence to the place of interview by the shortest route on production
of original tickets(s), provided the distance covered by rail or road is more
than 30 kilometres each way.
14. Candidates
should retain their copy of Pay in Slip (SBI Challan) and Registration Slip as
they can be asked to produce it for future reference.
15. Court
of jurisdiction for any dispute will be at Kolkata.
